I am delighted that you are interested in these important positions within Norfolk County Council. The Council has a clear vision and priorities for the future. We are a high achieving and forward looking council and welcome those who share our ambition to achieve more for our residents.
Our fire and rescue service is a crucial part of the services we provide. The Fire Authority have established a number of medium term strategic objectives to both modernise and improve the fire and rescue service and these have recently been reviewed to meet future challenges. As a result we are committed to strengthening our arrangements for delivering fire prevention and protection to those most at risk in our county. We have maintained high standards of emergency response across all areas of the county and we know that local people are keen to see this sustained.
The service has a good track record in managing its resources efficiently and effectively, delivering its core services at low cost over many years. while maintaining good overall performance. It has also risen to the challenge of making efficiencies and has, as reported by the Audit Commission in their 2009 report ‘Rising to the Challenge’, achieved the highest level of efficiency savings for any county fire and rescue service.
Sustaining this for the future is particularly challenging and the result of last organisational assessment of the service in 2009, which judged the service to be performing adequately was disappointing, and we are addressing this. We want to continue building a diverse, safe and competent workforce and are committed to quickening our pace of improvement in these areas.
The service has completed several major reviews including the delivery of services in rural areas and more recently, as part of the latest integrated risk management plan, a detailed analysis of the current service delivery profile. This has identified initial options for future station locations and appliance deployments that provide an efficient and effective emergency response. An organisational review of managerial roles is underway and proposals for new working arrangements for wholetime staff are also progressing. The delivery of this change agenda will provide a strong foundation for effective working and efficient use of our resources. It will be a key priority for our Leadership Team to see this agenda delivered and improvements realised.
